Air France - Air france refusing compensation

Last month, I booked a round trip with Delta and the flight from Mumbai to Paris, operated by Air France was delayed by 2 hrs due to crew issues. I missed my delta connection from Paris to Detroit and they had no flights going to Detroit that day.
I was given the option of either NY or Chicago and I opted for Chicago. Now when I boarded that flight, it got delayed by 3 hours. Wifi in the flight did not work.
I missed my delta connection (again) from Chicago to Detroit.
-The Mumbai flight crew lied that they would arrange an escort for all 15 odd passengers who have connections through security and ask AF to wait for 30 mins. They lied. AF said no such information was relayed but they did not even load our bags in the aircraft as they know we wont be making it on time.
-I filled a complaint with delta

-I filed a complaint with Air France
—> compensation rejected due to journeys begins and ends out of EU. [EC Regulation 261/2004]
( I don’t know how it makes sense)
- I called customer service
—> wont even let me talk to the refund team.
When I was stuck in the second flight, I had a chat with customer service and they had offered me 100€ for the inconvenience (which I denied at that point), however now they claim I am not eligible for anything at all.
How can I approach this problem?
